Harry E. Millingar, one of the early pioneers of Electrical Engineering, constructed the hydraulic power plant at Keokuk, IA and the diesel powered generation plant at La Grange, MO. He later joined the Army Corps of Engineers, working at the Muscle Shoals project in Alabama until 1915. (In recent years, it has been disclosed that the great need for electricity, in a remote rural area of Alabama, was for the Government to conduct secret research in Chemical Warfare.)
